WATER RATES AND CHARGES

SWLCWPUD charges a Daily Rate for water service, which includes up to 100 cubic feet of usage.

The Daily Rate is an access fee. It is the minimum monthly charge for an active water service. 

The Daily Rate will fluctuate based on the numbers of days in the billing cycle (between 28-35 days). 

which is determined by the meter read date.  Additional usage is charged per 100 cuft. 




Service Charges

Change of Owner

A one-time charge of $100 for transferring a pre-existing service to a new property owner. The charge will be applied to the first bill. 

Door Hanger

Starting January 2022, Door Hangers will be issued for overdue balances. If a Door Hanger is issued, a $15 charge is added to the account. 

Returned Check

A $20 Returned Check Charge will be applied to an account where a check was returned to SWLCWPUD due to Not Sufficient Funds (NSF). 

Turn-On

The Water Turn-On Charge is a $40 fee added to an account at the time of delinquent shut-off.

When water is turned off due to non-payment, the current unpaid balance, including the Water Turn On Charge, must be paid in full. 


When water is shut off due to nonpayment, the meter is locked off by SWLCWPUD. Only a SWLCWPUD employee shall remove the lock. 

Non Emergency After Hours Turn-On

The Non-Emergency After Hours Water Turn-On Charge is a $80 fee added to an account should the water need to be turned on after business hours or during a weekend. 

Late Charge

A $10 late charge will be applied to accounts with a past due balance.  

Bond Surcharge

 In the 1990s, new federal laws required water providers to meet stricter drinking water standards. To comply, our district needed to build a new water treatment plant.


Our District received a loan and a grant from the federal government in order to fund this project in 1997. At that time, residents of the district approved a bond to repay the loan. Customers could either pay a one-time fee of $1,750 or choose to pay a monthly bond surcharge instead. The bond stays with the property. 

If you see a bond surcharge on your bill, it’s your share of the cost to repay that loan for the upgraded water system that ensures safe, clean drinking water.

Franchise Tax

 As of August 2022, the City of Waldport requires SWLCWPUD to pay a franchise tax for providing service within Waldport city limits. This tax is added to the bills of customers whose property is inside Waldport.

Because SWLCWPUD primarily serves unincorporated areas, the city has the authority to charge this tax. Please note, this fee is mandated by the City of Waldport and not set by SWLCWPUD.
