Call To Order:


The Meeting of the Southwest Lincoln County Water District was called to order at 10:09 A.M., Wednesday,

September 12, 2018, by Chairman Donald Tucker.


Present: The Board members present were Donald Tucker, Robert Whitson and William Turner. Also present were Chuck Edwards, Andrew Bacigalupo, Pete Gintner, Carla Young, Megan Jones and David Whitlock. Gary Hodges was absent.


Conflict of Interest: Donald Tucker asked if there were any “Conflicts of Interest”. None were stated.


Minutes: The minutes of the August 8, 2018, regular board meeting. Robert Whitson made a motion to approve the minutes as presented; William Turner seconded the motion and the minutes were approved.


Bills: The Board discussed the bills for August 2018. William Turner made a motion to approve the bills for payment; Robert Whitson seconded the motion and the bills were approved for payment.


Treasury Report:


The Treasury Report as of August 31, 2018, was as follows: the balance of the investments 7/31/18 of $617,393.09 was comprised of—General Fund, $65,670.02; Construction Fund, $96,640.18; Equipment Fund, $10,916.89; Water Works Fund, $248,243.53; Revenue Bond Fund, $192,964,40 and SDWRF Reserve Fund, $2,958.07.   With the addition of interest for August of $1,061.32, the balance in investment accounts is $618,454.41 as of August 31, 2018.


Personnel Policy Review:


This item was tabled until October’s meeting. Carla Young will make hard copies of the Personnel Policy for those who wants one.
Master Plan: Civil West has started work on the Master Plan and all is proceeding smoothly.


Succession Planning:












David Whitlock discussed his plan for retirement. Mr. Whitlock thinks a new employee is needed to cover the field when he is gone because a new superintendent may not wish to work in the field. Donald Tucker, William Turner and Robert Whitson will work on this together.

Customer Input:






Chuck Edwards, a part-time resident brought an issue to the Boards attention. Mr. Edwards feels that part-time residents are not represented on the Board. Mr. Edwards finds the rate structure unfair for this portion of customers. He would like to bank the water he does not use during the year when he is gone and be refunded 25% of this amount to be used when he is here. The Board will discuss this further to see if the rate structure needs to be amended.


Adjournment: Donald Tucker made a motion to adjourn the meeting; William Turner seconded the motion and the meeting was adjourned at 11:24 A.M.
