Call to Order:                                                     The meeting of the Southwest Lincoln County Water District was called to order at 10:03 AM, Wednesday, February 13, 2019 by Donald Tucker.

Present:                                                              The Board members present were Donald Tucker, Robert Whitson, Gary Hodges, William Turner and Andrew Bacigalupo.  Also present were David Whitlock, Lee Parr, Keven Shreeve and Megan Jones.

Conflict of Interest:                                            No conflicts were noted.

Minutes:                                                              The minutes of the January 9, 2019 regular Board meeting minutes were reviewed.  Gary Hodges made a motion to accept the minutes as presented; Robert Whitson seconded the motion and the minutes were approved.

Bills:                                                                     The Commissioners discussed the bills for January, 2019.  Gary Hodges made a motion to approve the bills for payment; Robert Whitson seconded the motion and the bills were approved for payment.

Treasury Report:                                                 The Treasury Report as of January 31, 2019 was as follows:  the balance of the investments 12/31/18 of $644,861.54 was comprised of – General Fund, $116,348.73; Construction Fund, $97,639.04; Equipment Fund, $11,209.71; Water Works Fund, $250,809.23; Bond Fund, $166,046.20 and SDWRF Fund, $2,988.63.  With the addition of interest for January of $1,420.80, the balance in investment accounts are $646,282.34.

Personnel Policy and COLA:                              The COLA figure for Portland is not going to be figured in the future.  Megan Jones will contact BOLI and SDAO regarding their recommendations.  These items will be tabled until the next regular Board meeting.

Finance Officer and Billing Clerk Positions:     The Board considered the presented duty divisions.  Donald Tucker had some questions so this was tabled until the next regular Board meeting.

Water Rights:                                                        David hasn’t heard back regarding the Vingie Creek rights so this item was tabled until the next regular Board meeting.

SPIRE Grant:                                                         David Whitlock does not believe this grant applies to the District.

Stream Flows:                                                       The District does not have the equipment to accurately measure stream flows.  The State of Oregon does not require this.  Dave is checking on the cost of the equipment needed to measure stream flow.

Civil West Engineering:                                       Keven updated the Commissioners on their progress with the Master Plan.

Adjournment:                                                       William Turner made a motion to adjourn the meeting; Andrew Bacigalupo seconded the motion and the meeting was adjourned at 11:26 AM.
