Call To Order:




The Meeting of the Southwest Lincoln County Water District was called to order at 10:05 A.M., Wednesday,

February 8, 2017 by Vice-Chairman Robert Whitson.


Present: The Board members present were Donald Tucker, Robert Whitson and William Turner. Also present were Pete Gintner, Megan Jones and David Whitlock. Jon Culton and Gary Hodges were absent. There was a quorum.


Conflict of Interest: Donald Tucker asked if there were any “Conflicts of Interest”. None were stated.


Minutes: The minutes of the January 11, 2017, regular board meeting were reviewed. William Turner made a motion to approve the minutes as presented; Robert Whitson seconded the motion and the minutes were approved.


Bills: The Board discussed the bills for January 2017. William Turner made a motion to approve the bills; Robert Whitson seconded the motion and the bills were approved for payment.


Treasury Report:


The Treasury Report as of January 31, 2017, was as follows: the balance of the investments 12/31/16 of $491,830.26 was comprised of—General Fund, $60,239.18; Construction Fund, $94,230.87 Equipment Fund,  $22,294.24 Water Works Fund, $242,054.66, Revenue Bond Fund, $70,795.62 and SDWRF Reserve Fund, $2,215.69.   With the addition of interest for January of $465.57, the balance in investment accounts is $492,295.83 as of January 31, 2016.


PUD Formation:


Pete Gintner informed the Board that the Dept. of Energy meeting will be February 27, 2017, and will be held in the SW Lincoln County Water District’s Board Room. Donald Tucker brought up sending a communication to all District customers before the ballots are mailed in May, 2017.


Resolution 17-01 – Recreational Immunity Rights:


SDAO provided this resolution to use in negotiations on a bill to protect District employees from lawsuits arising from recreational use of District property. Donald Tucker made a motion to approve this resolution; William Turner seconded the motion and it was approved.  Carla Young will send it to SDAO.


Other Items of Interest:


Carla Young and David Whitlock will work on a grant application from the Oregon Water Resources Department. The grant will to replace old water meters in the

District. This will help to conserve water lost from old, unreliable meters. It may take 2-3 years to install the new meters.
