Call To Order:




The Meeting of the Southwest Lincoln County Water District was called to order at 10 A.M., Wednesday,

April 12, 2017 by Chairman Donald Tucker.


Present: The Board members present were Donald Tucker, Robert Whitson, Jon Culton, Gary Hodges and William Turner. Also present were Budget Committee members Larry Anthony, Lee Parr, Dick Esler and Andy Bacigalupo as well as Corey Blake, Megan Jones, Carla Young and David Whitlock.


Conflict of Interest: Donald Tucker asked if there were any “Conflicts of Interest”. None were stated.


Minutes: The minutes of the March 8, 2017, regular board meeting were reviewed. Gary Hodges made a motion to approve the minutes as presented; Robert Whitson seconded the motion and the minutes were approved.


Bills: The Board discussed the bills for March 2017. Robert Whitson made a motion to approve the bills; Gary Hodges seconded the motion and the bills were approved for payment.


Treasury Report:


The Treasury Report as of March 31, 2017, was as follows: the balance of the investments 2/28/17 of $492,715.80 was comprised of—General Fund, $60,348.74; Construction Fund, $94,402.24; Equipment Fund,  $22,334.79; Water Works Fund, $242,494.87, Revenue Bond Fund, $70,915.44 and SDWRF Reserve Fund, $2,219.72.   With the addition of interest for March of $490.49, the balance in investment accounts is $493,206.29 as of March 31, 2017.


Budget Committee Meeting: Larry Anthony was unanimously chosen to be the Budget Committee Chairman. The regular meeting was adjourned to have the Budget Committee meeting.


Re adjourn regular board meeting: The regular board meeting was re adjourned.



Rate Hearing: Carla Young presented options for increased water rates.   These options were discussed.  Robert Whitson made a motion to approve the third option of a 5% increase on the base rate, or a 2% overall increase; Gary Hodges seconded the motion and the rate increase was approved unanimously.

PUD Formation: The election on becoming a PUD will be May 16, 2017. The opposition statement in the News-Times was discussed.  It was agreed Donald Tucker would draft a rebuttal for comment by the rest of the commissioners.


Adjournment: Robert Whitson made a motion to adjourn; Gary Hodges seconded the motion and the meeting was adjourned at 11:23 A.M.
