Call To Order:

The Meeting of the Southwest Lincoln County Water District was called to order at 10:00 A.M., Wednesday,

November 14, 2018, by Chairman Donald Tucker.


The Board members present were Donald Tucker, Robert Whitson, William Turner, Gary Hodges and Andy Bacigalupo. Also present were Pete Gintner, David Whitlock and Carla Young.

Conflict of Interest:

Donald Tucker asked if there were any “Conflicts of Interest”. None were stated.


The minutes of the October 10, 2018, regular board meeting were reviewed. Gary Hodges made a motion to approve the regular minutes as presented; William Turner seconded the motion and the minutes were approved as presented. 


The Board discussed the bills for October 2018. William Turner made a motion to approve the bills for payment; Andy Bacigalupo seconded the motion and the bills were approved for payment.

Treasury Report:

The Treasury Report as of October 31, 2018, was as follows: the balance of the investments 9/30/18 of $689,483.62 was comprised of—General Fund, $65,917.16; Construction Fund, $97,003.93; Equipment Fund,  $10,957.97; Water Works Fund, $249,177.78; Revenue Bond Fund, $273,457.58 and SDWRF Reserve Fund, $2,969.20.   With the addition of interest for October of $1,184.64 and a transfer from checking of $30,000,  the balance in investment accounts is $730,668.26 as of October 31, 2018.

Personnel Policy Update:

This item was tabled until the next regular Board meeting.

Job Descriptions for Office Manager and Finance Officer:

It was agreed that the job descriptions are correct for these two positions. The job descriptions will be handled separately from the Personnel Policy in the future.

Resolution 18-04-

COLA Salary Increases:

Carla Young presented the Resolution as requested by Donald Tucker. This issue was discussed but tabled until next month’s regular Board meeting.

Christmas Party:

The Christmas party was discussed. It was presented that in lieu of a dinner at the end of the year, the District would give regular employees $100 with the first payroll in December.  Carla Young will purchase gift cards.


Gary Hodges made a motion to adjourn the meeting; William Turner seconded the motion and the meeting was adjourned at 11:05 A.M.
