MINUTES OF THE MEETING OF THE BOARD OF COMMISSIONERS
Call To Order:

The Meeting of the Southwest Lincoln County Water District was called to order at 10:00 A.M., Wednesday,
June 14, 2017, by Chairman Donald Tucker.

Present: | The Board members present were Donald Tucker, Robert Whitson, Jon Culton, William Turner and Gary Hodges. Also present were Pete Gintner, Megan Jones, David Whitlock and Carla Young.
|
Conflict of Interest: | Donald Tucker asked if there were any “Conflicts of Interest”. None were stated.
|
Budget Hearing: | The changes made to the budget approved by the budget committee were an additional $15,000 transferred from the Construction Reserve Fund and $150,000 from the Water Works Reserve Fund to be spent on capital assets (pages 1, 2, 5 and 7. Gary Hodges made a motion to adopt the budget as amended; Robert Whitson seconded the motion and it was approved. The regular meeting was reconvened. |
Minutes: | The minutes of the May 10, 2017, regular board meeting were reviewed. Gary Hodges made a motion to approve the minutes as presented; Robert Whitson seconded the motion and the minutes were approved.

Bills: | The Board discussed the bills for May 2017. Robert Whitson made a motion to approve the bills for payment; Gary Hodges seconded the motion and the bills were approved for payment.

Treasury Report:
|
The Treasury Report as of May 31, 2017, was as follows: the balance of the investments 4/30/17 of $493,718.01 was comprised of—General Fund, $60,472.73; Construction Fund, $94,596.19; Equipment Fund, $22,380.68; Water Works Fund, $242,993.10, Revenue Bond Fund, $70,379.82 and SDWRF Reserve Fund, $2,895.49. With the addition of interest for May of $589.46, and a transfer from checking of $60,000, the balance in investment accounts is $554,307.47 as of May 31, 2017. |
PUD Formation: | The measure to become a PUD has been tentatively approved by the voters on the May 2017 ballot. Carla Young and David Whitlock will compile a list of things to be done to transfer all procedures and documents to the new Southwest Lincoln County Water PUD. Pete Gintner will include these items in a timeline for completion.

Intergovernmental Agreements with Yachats and Waldport:
|
Donald Tucker signed the intergovernmental agreements to be delivered to each City by David Whitlock. |
Resolutions 17-03 and 17-04 – Adopting and Appropriating the Budget for Fiscal Year 2017-18: | Carla Young presented the updated budget and Resolutions to adopt and appropriate the monies for the budget year 2017-18. Jon Culton made a motion to approve the budget as presented; Gary Hodges seconded the motion and it was approved.

Adjournment: | Jon Culton made a motion to adjourn the meeting; Gary Hodges seconded the motion and the meeting was adjourned at 11:35 A.M.
